The NCATE State Partnership Program Serves States and Institutions

NCATE has partnerships with 50 states including the District of Columbia and Puerto Rico. The purpose of NCATE’s State Partnership Program is to save states and institutions time and expense by eliminating duplication of effort and paperwork in conducting state approval and NCATE accreditation reviews of teacher education institutions.  One partnership option eliminates virtually all state-level costs!  In 23 states all public teacher education institutions are NCATE accredited and a majority of the teacher education institutions are NCATE accredited in 31 states.

Professional and State Standards Alignment

Thirty-nine states have adopted or adapted NCATE Unit standards as their own and apply them to all institutions for purposes of state approval. Twenty-eight states delegate NCATE to conduct the program review process for purposes of NCATE accreditation and state approval.  State teacher education standards are closely aligned with NCATE standards due—in large part—to the relationship between NCATE and its partner states.
NCATE State Relations Provides Significant Professional Development and Training to States

An annual three-day, all-expense paid NCATE Clinic helps state staff improve their understanding of NCATE and systems for teacher education accountability. One hundred state and professional association representatives attend each year.  As well, the majority of NCATE teacher education staff from partner states participate in the NCATE Board of Examiner training at no charge to the states. Those who serve on the NCATE BOE have the opportunity to visit institutions in other states to examine a range of different systems for assuring quality teacher education—at NCATE’s expense. These experiences are useful to their work at the state level in assuring teacher education accountability. NCATE also provides state-based training sessions designed to prepare reviewers to evaluate teacher education institutions in the state. The state trainers are used in evaluating both NCATE and non-NCATE institutions alike. Please contact NCATE staff to schedule a state reviewer training.

NCATE is a Resource to States

All of NCATE's resources including its research, handbooks and institutional training sessions are made available to the states for thsir use and "reuse".  NCATE invites policy makers to call on NCATE staff to assist them in answering questions or resolving matters related to the accreditation system specifically or issues concerning teacher quality in general.

State Partners Have Access to NCATE’s Accreditation Information Management System (AIMS)

AIMS is an integrated data management system which includes all NCATE related institutions and individuals and information on accreditation and the state partnership program. Through AIMS state contacts can access accreditation information about the institutions in their state, see the list of visiting team members, review visit evaluations in states that conduct joint visits, complete the state partnership agreement and update state contact information.

NCATE Representation Structure

The Council of Chief State School Officers (CCSSO) was a founding member organization of the National Council for Accreditation of Teacher Education in 1954 and remains one of its 35 constituent organizations today. As a member of NCATE, CCSSO appoints representatives to the NCATE Executive Board, Unit Accreditation Board, State Partnership Board, (SPB) Specialty Area Studies Board, Appeals Panel and the Board of Examiners to establish NCATE policy and issue national accreditation decisions to teacher education institutions. Policy board representation is equally divided among organizations that represent teachers, teacher educators, subject matter specialists and policymakers. The Chair of SPB is always a “chief” and the CCSSO Executive Director a permanent member of the Executive Board’s Finance, Personnel and Membership Committee. NCATE’s revenues are derived from fees paid to cover the cost of the accreditation process, foundations that invest in NCATE projects, and dues paid by its constituent members. Constituent member dues are paid by the national organization; however CCSSO divides its dues among the states based on the number of teacher education institutions in the state. The dues are not a condition of becoming an NCATE State Partner, or participating in programs and activities sponsored by NCATE. Rather, the dues from all member organizations are for the purpose of representation on NCATE policy boards and support for NCATE programs. In addition, 75 representatives nominated by CCSSO are trained members of NCATE’s Board of Examiners.
