Based on the work of the Reading First Teacher Education Network (RFTEN), Preparing Effective Teachers of Reading will show educators and administrators (K-12 and higher education) how a higher education initiative used collaboration and partnerships to respond to one of the greatest needs facingthe nation-improving the reading achievement of poor and minority children.

The book will also provide readers with a forum for understanding scientifically-based reading research (SBRR) and instruction, and the five essential components of reading. In addition, the book will showcase, through evaluation findings and a case study, how diverse geographic, ethnic, and racial institutions are creating national models for bridging the achievement gap in reading, teaching reading, preparing new teachers, and engaging key stakeholders by transforming curricula and syllabi, establishing reading centers, and providing directed teaching and tutoring experiences for candidates.

NCATE 's Executive Board ratified the unit standards on May 11, and they will go into effect for all NCATE institutions in Fall 2008.

NCATE Studies Promising Approach to Solving Qualified Teacher Shortage in Urban Schools
With funding from the MetLife Foundation, NCATE has initiated an Urban Teacher Residency Project to study teacher residency programs, which are targeted at preparing and retaining qualified teachers in high needs schools. These fledgling programs are succeeding in helping districts to educate and retain well prepared teachers in urban areas. Read the release.

NICHD/NCATE Report Identifies Gaps in Research to Practice in Child and Adolescent Development
NICHD and NCATE recently collaborated on a child and adolescent development project involving roundtables of knowledgeable researchers and teacher educators. Dr. James Comer, Maurice Falk Professor of Child Psychiatry at the Yale School of Medicine, chaired the roundtables. The report found that researchers in child/adolescent development lack mechanisms for disseminating new research findings and information to sources readily available to teachers, administrators, and other school personnel. Consequently, application of the research and knowledge base about child and adolescent development is a missing element in many teacher preparation programs.

These documents are examples of reports from programs that were granted full national recognition by the appropriate SPA. Each program has given NCATE permission to post its report on the NCATE web site. Numerous examples are provided in order to show the multiple ways that programs can be successful. None of these reports are perfect; but each has strengths and each was able to demonstrate to the SPA that the program had developed assessments that could adequately demonstrate that their completers have mastered the SPA standards. MetLife Foundation Awards NCATE Grant to Study Residency Programs

NCATE has received a grant from the MetLife Foundation to examine the fit between its standards and the urban residency model of teacher preparation. The grant project will help the field better understand the potential of the residency model in training future educators for P-12 schools, and also help residency programs evaluate their readiness to meet national professional standards..

Williams Receives W.E.B. DuBois Award
Dr. Boyce Williams Honors Excellence and Service in Higher Education
Dr. Boyce C. Williams, NCATE‘s Vice President for Institutional Relations, has received the prestigious W.E.B. DuBois Higher Education Award from the National Alliance of Black School Educators. The award is bestowed annually upon individuals or organizations that are actively promoting or advocating higher education for African Americans through research, instruction, funding/scholarships, or guidance and counseling.

Western Governors University Receives NCATE AccreditationFirst Non-Traditional Provider to be Accredited
Western Governors University was accredited at NCATE’s fall 2006 meeting. It is the first non-traditional provider accredited by NCATE, and helps prepare non-traditional candidates in high need fields. Western Governors University is a non-profit, created by the governors of 19 states to expand student access to higher education and ensure its affordability.

A Statement from NCATE on Professional Dispositions
Art Wise, President, NCATE In the past few months, there has been some misunderstanding of a term in the glossary of definitions appended to NCATE"s Standards. The term "social justice" appears in the glossary in the definition of'dispositions," as one of several illustrative examples of professional dispositions. Critics incorrectly alleged that NCATE has a "social justice" requirement. It does not. NCATE "requirements" are spelled out in the Standards themselves where the phrase "social justice" does not appear. To critics the phrase "social justice" is negative and connotes a dangerous if unspecfied social and political ideological agenda of indoctination. NCATE"s expectations with respect to professional dispositions are clearly described in the Standards. More....

It's Not Your Mother’s Teacher Education
Antoinette Mitchell, Vice President, Unit Accreditation Since the inception of performance-based accreditation standards, announced in 2000 and instituted in 2001, professionally accredited NCATE institutions have developed comprehensive assessment systems and are now reporting data on candidate performance from those systems. A new report, Spotlight on Schools of Education, summarizes how institutions have developed assessment systems that track candidate attainment of professional knowledge and teaching skills. Antoinette Mitchell, Vice President, Unit Accreditation at NCATE, conducted the investigation with the help of two colleagues, Sheila Allen and Pamela Ehrenberg.

NCATE Clinic Examines Emerging Trends
Shari Francis, NCATE Vice President for State Relations.Participants from NCATE partnership states and from NCATE member specialized professional associations met this summer with NCATE staff at the annual NCATE clinic. Task forces at the clinic discussed possible approaches to non-university providers, and how to maintain the same degree of rigor in NCATE’s standards and policies for emerging programs such as distance learning.
 
Art Wise Celebrates International Recognition of United Arab Emirates University
Abu Dhabi Crown Prince and Deputy Supreme Commander of the UAE Armed Forces General Sheikh Mohammed Bin Zayed Al Nahyan and Arthur E. Wise. Art Wise, NCATE President, visited the UAE in May to celebrate the Adobe Acrobat Document International Recognition of United Arab Emirates University by the Center for Quality assurance in International Education in cooperation with NCATE. This is the first international recognition of a university using NCATE standards.

Susan Zelman New NCATE Executive Board Chair
Susan Tave ZelmanSusan Tave Zelman has been named as the Chair of the Executive Board of the National Council for Accreditation of Teacher Education (NCATE) for the 2005-2006 year.
Zelman has been Superintendent of Public Instruction for the state of Ohio since 1999. Her term as chair of the NCATE Executive Board begins July 1, 2005.

NCATE Institutions Offer Programs for Adults in Transition
Almost all of NCATE’s 652 accredited institutions offer post-baccalaureate teacher preparation programs geared to adults who already have a bachelor's degree. In addition, over 130 of those institutions offer many post-baccalaureate programs that ease financial barriers, by having the candidate work in the classroom either as the teacher of record, substitute, intern, or aide, while still enrolled in the program.

Teaching Teams: Back to the Future (in a New Way)
Art Wise says it’s time to break the mold of the egg-carton organization of our schools so that all students have access to highly qualified teachers. He would organize schools--especially elementary schools--into teaching teams which would incorporate students, interns, novices, and highly experienced teachers. Reception for outgoing Secretary of Education Rod Paige
The National Alliance of Black School Educators and NCATE hosted a reception for outgoing Secretary of Education Rod Paige at the Library of Congress in January. The Broad Foundation and the Library of Congress supported the effort. Leaders of many of the national education associations were present, and NASBE and NCATE presented Paige with certificates.
 
NCATE Reading Project at HBCUs Cites Success; Launches New Website with Streaming Video
NCATE is engaged in a collaborative effort to train faculty at HBCUs, Hispanic-serving institutions, and Tribal Colleges in reading research and strategies to improve the teaching of reading and ultimately increase P-12 student achievement. The project, termed the Reading First Teacher Education Network, or RFTEN, is a result of a grant from the U.S. Department of Education. Faculty from over 30 institutions are receiving the training over a period of two years. A third project year will focus on evaluation.
The new website devoted to the project, http://www.rften.org , contains streaming video from sessions with institution presidents and deans, and a section on Resources -- http://www.rften.org/resources.php -- contains contact information for Reading First programs in various states.

Denver, Jacksonville, and Waco PDSs Develop a Plan to ‘Scale Up’
In a move to produce more highly qualified teachers and increase P-12 student achievement in their hard-to-staff schools, Denver, CO, Jacksonville, FL, and Waco, TX professional development schools, or PDSs as they are commonly known, have developed models to ‘scale up’ or expand the number of sites to accommodate more teacher candidates at the participating universities and provide additional support to new teachers. Twenty-one college presidents of minority-serving institutions gathered at the National Institutes of Health on February 2 to affirm their support for the Reading First Teacher Education Network (RFTEN), a U.S. Department of Education grant project designed to help teacher educators and future teachers at those institutions teach reading using scientifically proven instructional strategies.
